This is a wide angle Fresnel Lens.  Its main use is to increase visibility to the rear of cars and vans. It can also be attached to your house window to keep an eye on kids, pets etc. 

It attaches to any glass surface simply by being pressed against it. No adhesive is used. It can be removed and replaced in a new location as many times as needed.
